missing MpegVideoInfo

Hi,
I am trying to compile someones' program in C++ using DirectShow, which I
have to correct. I installed:

DirectX SDK from april 2007
http://www.microsoft.com/downloads/details.aspx?familyid=86cf7fa2-e953-475c-
abde-f016e4f7b61a&displaylang=en
and
Platform SDK 6000.0.0 - version adjusted to DirectX SDK
http://www.microsoft.com/downloads/details.aspx?displaylang=en&FamilyID=ff6467e6-5bba-4bf5-
b562-9199be864d29

with which I was told the program should run. Yet I still miss some names:

        MpegVideoInfo      and        IsMpeg2Header

without which the program won't compile.
Could someone help me please, where could I find these names. Shoud I
install some more software ?
I am not very experieced in Windows. I rather programmed under Linux.

Simmilarily I miss
<libad.h> to include
with libad4.dll. No such files are on my disk. Where could get them from ?
